Job Description/Requirements

The CRPA is an Agency of the Centre Region Council of Governments (COG) serving six municipalities in the State College area of Centre County, PA. The planning area has a population of approximately 95,000 people including Penn State students and a geographic area of 150 square miles.

The CRPA is seeking a talented individual to fill a key position in the organization to provide broad supervisory and management authority to the Centre Regional Planning Agency (CRPA). The Principal Land Use Planner position is distinguished from the Senior Planner position by having supervisory responsibility and high-level technical expertise. The position participates in all phases of the CRPA work program and administers portions of the regional or local land use planning functions of the CRPA. The position maintains a broad focus and has a full understanding of the COG goals for the region. The Principal Land Use Planner is expected to be committed to the mission, vision, and values of the Centre Region COG and the Centre Region Planning Agency.

The position works under the general supervision of the Agency Director and includes:

Review work of others in the preparation of reports and planning projects to assure adherence to professional standards and best practices.
Work directly with the Agency Director and other senior staff in transportation and sustainability to assure integration with land use planning projects.
Supervise professional, technical, and support staff, including determination of workloads and schedules, developing and interpreting policies and procedures, effectively evaluating staff performance and making hiring and termination recommendations to the Agency Director.
Serve as alternate staff liaison, absence of the Director, to the Centre Regional Planning Commission (CRPC) for discussions relating to land use issues, and professionally represent the CRPA at public meetings, community meetings, COG meetings, and other public events as needed.
Attend and actively participate in CRPC meetings, and other COG committee meetings as directed.
Provide for continuous improvement in Agency operations by recommending, supporting, and implementing constructive changes to procedures and policies that support the mission of the Agency.
Assist the Agency Director with the preparation of the CRPA budget including identification of goals and objectives for review by the Agency Director and the appropriate COG oversight committee.

Qualified applicants must have a bachelor’s degree in urban/regional planning, traffic engineering, business logistics and/or business management, or related field. Qualified applicants will also have knowledge of land planning practices, highway, bicycle, and pedestrian planning principals and standards, along with comprehensive knowledge of local, state, and federal planning programs.

Compensation/Benefits

The current salary range is $77,571 to $89,100 DOQ. The actual salary will be determined by the selected candidate’s qualifications and commensurate experience. The Centre Region COG offers an excellent benefit package, including health, dental, vision, mandatory defined contribution retirement plan with employer match and two voluntary retirement plans.
